Toddler thrown from car during police chase

There's a video above that left my jaw open. I can not believe this little girl not only survived but got up and walked from this. Anger sets in after my relief realizing this baby could not have been properly secured in a car set. SHAME on these parents for more than one act of bad parenting here. High speed chase and alleged robbery with child in tow come to mind, too.
